First off: I’m not a big fan of either of them, though I prefer Octavio over Tartar when it comes to being possibly redeemed. I think a large part of it is intent, and how it was executed. 

Octavio wanted to lead his species back to the surface. Part of this was not only because it had to be horrible living underground- but we can assume it was necessity. He wouldn’t be stealing zapfish- using the same plan TWICE in such a short amount of time- if he wasn’t desperate. Without power, they would have no light, no clean air, no food, no clean water, no electricity for anything. Without power, all of the octolings would have died. It can be assumed that he did all of these things to protect his people. He was amassing weapons, driven by fear of already being pushed into a corner, of the inklings taking advantage of this and perhaps coming to finish them off in their moments of weakness.

Sure, he used military tactics- and a lot of propaganda. But we don’t know anything about how octarian society is. The only bit of info we have is from Marina (and to a lesser extent, agent 8) who said that listening tot he squid sister’s music showed her how dull her life was and how trapped she really was down there. We don’t know if the glasses are actually hypnotizing every octoling soldier, or if it was just Callie. Which.. y’know, he could’ve killed her. Would’ve worked just as well to disable them from sinning Calamari Inkantation. 

So clearly, it was not a particularly glamorous or fun life down there- but the sunken scrolls also show octolings and octarians having normal, day-to-day life as well, so it’s not strictly military.

Overall, I think he’s trying to do a good thing, but using bad means. 

Tartar, on the other hand… well, you could call it ‘trying to do a good thing’ if you squint, but… he was trying to wipe out an entire sentient world because of some ‘minor squabbles’ (that were resolved in the manga LMAO). He could’ve helped them as he was programmed to do, tried to teach them and guide them in a better direction. But instead, he forced at least 10,008 people (some of whom were kids) to do grueling tests, give them a false sense of freedom, and killing the ones who succeeded. And we can assume not just killing them, but blending them into a mindless sludge which would be fused and create the ‘ultimate life form’. 

We also know he sanitized countless other octolings- which i’m guessing didn’t even participate in the tests, or were the ones who failed and didn’t get blended. Which is like… mind control, but worse. Whole-ass body control. Basically turning them into living corpses to do slave fighting. At least Octavio’s octolings (even if mind controlled by the glasses) still had a sense of identity and could be ‘freed’, like Marina. I’m not sure about sanitization.

Of course, I’m not saying what Octavio did was good. But he seemed a lot less down for murder of actual children and stuff than Tartar did. 

TLDR: They’re both shitheads, but I think Octavio actually cared about people deep down
